William Harris was born in Camden and resides in Cherry Hill, N.J. He is married and has two daughters. Since 1980, Mr. Harris has been in involved in the development and management of affordable housing for low-income families and the elderly. Over the past 25 years he has held management positions with a number of nonprofit housing corporations in Philadelphia and New Jersey. Prior to joining the VHA, Mr. Harris was a Regional Director for Presbyterian Homes and Services. He was responsible for the operation of seven senior housing developments throughout New Jersey and participated in the development of two HUD-assisted senior housing projects in Ocean County.  

Mr. Harris’ professional credentials include a Public Housing Manager certificate from NAHRO, an Assisted Housing Manager certificate from Quadel Corporation and a Professional Planner’s license from the State of New Jersey. He also holds a bachelor of arts and a master’s degree in city planning from Rutgers University.

A Message From Our Assistant Executive Director

William Harris

Welcome to the Vineland Housing Authority website. Our website provides a great deal of information to those of you who are seeking information on affordable housing in Vineland, self-improvement skills training for young adult family members or supportive services for the elderly.

 My name is William Harris. On February 14, 2005, I was appointed as the Assistant Executive Director of the VHA to replace Charlotte Bartholomew who retired in January. Charlotte was the consummate professional. She initiated a number of programs that directly benefited our residents and encouraged them to become economically self-sufficient. She also implemented systems that improved our reporting capacity to VHA residents, the general public and to HUD. The VHA staff and the residents that knew her will miss Charlotte.

 It is a privilege to be working for a high–performing Public Housing Agency with a dedicated professional staff under the leadership of our Executive Director, Robert Noble. I look forward to being involved in the numerous modernization projects that are underway and in the development of new homeownership projects that are being sponsored by our affiliate, the Vineland Housing Development Corporation. I hope that my 25 years of experience in the affordable housing arena will help contribute to the continued success of the VHA.
