Section 8 Choice Voucher Program With the implementation of the Quality Housing and Work Responsibility Act of 1998 and the completion of the gradual merger of the Section 8 Certificate and Voucher Programs, the Vineland Housing Authority now administers the Choice Housing Voucher Program. The program operates with a Program Director and three Tenant Interviewers. The program also has a Section 8 Family Self-Sufficiency Program coordinated by a professional Social Worker. Section 8 housing assistance is greatly sought here in Cumberland County and in the Vineland area. In June of 2002, the Authority opened its waiting list and took 1,303 housing applications. The program has 447 currently on its waiting list. As of 2004, the Section 8 Program will be managing 16 Enhanced Choice Vouchers for a local housing facility. The Section 8 Housing Assistance Payments Program has proven to be the most sought after rental assistance program nationwide. In providing rental subsidy to very low-income families, the Vineland Housing Authority uses guidelines, income limits and regulations as set forth by the Department of Housing and Urban Development. All participating families must locate units within the Vineland jurisdiction and live in the Vineland area for one-year before transferring out. Prior to admissions, all eligible applicants are interviewed individually and then are required to attend a “group” Orientation Seminar that reviews the rules and regulations of the program. All participants sign a one-year lease that can be renewed on an annual basis. Any property owner/manager/agent interested in participating in the Section 8 Program is invited to contact the Vineland Housing Authority to obtain more specific information. In order to be considered, all units must meet Housing Quality Standards as set forth by HUD. The Housing Authority conducts an initial inspection of each unit and conducts annual inspections thereafter. All rental units are also required to pass all local housing codes and have a Certificate of Occupancy (occupancy permit) as issued by the City of Vineland. Rentals considered include single-family dwellings, duplexes, garden apartments, low/high-rise or townhouse units. All units must meet rent reasonableness and comparability to unassisted units in the area. The V.H.A. manages 347 Vouchers comprised of 282 regular Choice Vouchers, 39 Family Self-Sufficiency Vouchers, and 26 Enhanced Vouchers. The Housing Authority is 97% occupied and maintains a high score on its SEMAP report. |
